January 1, 2021 marks the coming into force of Bill C-65 amending the Canada Labour Code and introducing new Work Place Harassment and Violence Prevention Regulations. Employment and Social Development Canada (ESDC) is committed to providing a safe, healthy and respectful workplace free of harassment and violence.
The Harassment and Violence Centre of Expertise (HVCE) will act as the designated recipient to oversee all notices of occurrence and incidents of harassment and violence within ESDC. The HVCE provides employees and managers with neutral services to support the resolution of any situations related to harassment and violence in order to create and maintain a healthy and respectful workplace.
The content of this page (below this notice) may not reflect the most current information. In order to facilitate the transition to the new regulations, for any questions related to harassment and violence or to report an incident, we invite employees and managers to contact our Centre.

- If you are a manager, you can contact the HVCE via the Human Resources Service Centre.
- Service Standards
- Urgent requests/complaints: An advisor will contact you within six business hours.
- Consultation requests: An advisor will contact you within one business day.
- General inquiries: An advisor will contact you within two business days.
For serious incidents such as physical assaults or direct threats: Notify security officials, and if necessary the police, in accordance with local emergency notification procedures.

The Harassment and Violence Centre of Expertise (HVCE) provides employees and managers with neutral services for the resolution of harassment-related problems in order to foster and maintain a healthy and respectful workplace. An HVCE advisor will contact you to discuss your concerns and questions, to evaluate your situation and determine the next steps.
