New tools available to help write a statement of work (SOW) and evaluation criteria

Writing a SOW and evaluation criteria is critical when defining your requirement but it can be a complex task for employees who are non-procurement professionals.

The SOW forms part of the contract so it is essential for successful contract outcomes. Solid bid evaluation criteria means you will get the right people/company doing the job while ensuring all Bidders are treated fairly.

The Chief Financial Officer Branch (CFOB), ESDC, and Public Services and Procurement Canada (PSPC) have developed several tools to assist clients in the development of SOWs and any subsequent evaluation criteria.

CFOB tools

The ESDC procurement team have developed several templates and documents that are available on iService:

  4. Writing Bid Evaluation Criteria (DOCX, 49.7 KB)

PSPC tools

PSPC has a new tool that is now available to help develop a SOW. Although it offers the use of drop down menus, help aids and standardized content which simplifies the process, it does not form a complete SOW as it does not include milestones, security, IP, etc. Prior to using this tool, it is recommended that you speak with an ESDC contracting authority to ensure the correct method of supply is chosen and to ensure a better understanding of the information that should be in a SOW.
