Leave without Pay (including Income Averaging and Pre-Transition Retirement)

An employee's entitlement to various types of leave without pay is determined by their employment status and pursuant to the terms and conditions of employment and their relevant collective agreement (if applicable).

In addition, the Directive on Leave and Special Working Arrangements supports the terms and conditions of employment by providing direction on leave provisions, as well as the administration of special working arrangements, such as Leave with Income Averaging and Pre-Retirement Transition Leave.

Leave without pay (LWOP) is an authorized unpaid absence from work approved by the Section 34 Manager. The length of the leave period determines the method used for reporting and approval of requests.  For this reason, it is necessary to distinguish between LWOP for five (5) or less consecutive days and LWOP for a period of six (6) or more consecutive days.

All LWOP requests for six (6) or more days are sent to the Pay Centre for processing and a benefit letter sent to the employee outlining the implications the leave will have on their pay and benefits, such as insurance plans, entitlements and contributions under the Public Service Superannuation Act.
