This delegation instrument becomes effective February 13th, 2014


Financial and other Authorities

SECTION 1 - Operating and Other Financial Authorities (Vote 1 and Special Votes)

Contains the delegation of financial authorities related to the on-going operations of the department, in particular, to exercise the spending authorities (expenditure initiation, and contract signing authorities) and the financial authorities under sections 32, 34 and 33 of the Financial Administration Act (FAA) and other special authorities.

  • Restrictions

SECTION 2 – Legislative Programs Financial Authorities

Contains financial delegations which are conferred on the department by legislative authorities (Acts or Regulations), such as the Canada Pension Plan Act, the Canada Student Loans Act, etc.

SECTION 3 - Grants & Contributions Authorities (Vote 5)

This section contains authorities related to various types of departmental G&Cs programs. The delegation instrument includes three distinct and separate elements within the project life cycle of each G&C Program and are labeled A (Approval of project proposal), B (Signature of agreement) and C (Certification of the recipient's eligibility pursuant to section 34 of the FAA).

SECTION 4 – Other delegated Authorities

This section contains the authorities related to other types of signing authorities for administrative activities pursuant to specific Legislation, including the signing authorities for the submissions to Treasury Board.
