New functionsUseful information
Manager Dashboard
Provides key information for managers about their organization and employees. It allows them to see pending approval requests.
 
  • For designates who do not have access to a Manager’s Dashboard, visit iService for full details on Designates’“Granted Access” views.
Delegation
Managers have the ability to delegate self-service transactions to employees who can act on their behalf.
  • Designates do not have access to “delegate” self-service transactions on behalf of managers.
Person Profiles
Allows designates to view an employee’s profile.
  • To access an employee’s profile from the Main Menu, follow this path: Workforce Development / Profile Management / Profiles / Person Profiles
  • “Person Profiles” provides you valuable information about an employee, such as:
    • Delegation: financial delegation – Section 34
    • Personnal: accomodations, security clearance information
    • Qualifications: honors, awards, language skills other than O/L, certifications, memberships, licences, tests, exams
    • Education: degrees, area of study
    • Official Languages: results, expiry dates
    • Competencies
Departmental ID and other new terminology required to submit staffing requests to the Human Resources Services Centre (HRSC)
The Department ID represents the organizational unit within ESDC which was formerly the Responsibility Centre (RC).
  • Consult the Reference Guide for Managers to find a Department ID (employee’s organizational unit) or other myEMS (PeopleSoft) terminology required to submit staffing requests to the HRSC.
  • Visit the PSGuide topic for designates under “Job Information”, then select “View Job Data” Review the procedure to find an employee’s Dept ID.
Job Data Information
Various tabs in this section offer useful information.
  • Each tab offers a different view:
    • “Work Location” tab – dates; position number and information; who the employee works for and where
    • “Job Information” tab – employee type; work hours; work description; linguistic profile of the position, etc.
    • “Job Labor” tab – union code; essential services info and the bargaining status
    • “Payroll” tab – employee pay information
    • “Salary Plan” tab – employee BUD code; salary administration plan; the salary level and step
    • “Compensation” tab – comparative information regarding salary and pay
    • “Employment Data” tab - organizational assignment data
    • “Service Data” tab – benefits; pension; continuous employment

Record a Learning Report
The only area, as a designate, where you can enter or modify data.
  • Employees and managers do NOT have access to “enter” a learning report. Only those with a Designate role have access.
  • Once the Learning Report Form (HRB2791) (PDF, 119KB) (opens new window) has been completed by the employee and signed by the authorized manager, designates may then enter the learning report in myEMS (PeopleSoft).
  • The Learning Report form is expected to be updated to reflect the myEMS (PeopleSoft) terminology in the near future.
  • Course codes and learning codes are the same.
Emergency Contacts
  • To be used only in urgent situations during work hours. Provides view access to employee’s emergency contact information.

Access Management - Requesting / Cancelling « Designate » Role Access
Continuous Service Date & Benefits Service Date
  • The Continuous Service Date refers to unbroken periods of Public Service employment.
  • The Benefits Service Date reflects the sum of his or her continuous/discontinuous service, less any Leave Without Pay (LWOP) that is not to be counted for the purpose of calculating the rate of accumulation of vacation leave credits for the employee (from all departments). The Benefits Service Date initially defaults from the effective date of the employee hire. All service prior to the date of hire is manually added by the Compensation and Benefits group. MyEMS (PeopleSoft) then calculates the total number of years, months and days of service for the employee (reflected in the Continuous Service Date).
    *Note: In CMS there was a function which allowed the calculation of the continuous/discontinuous service date. This function is not available in myEMS (PeopleSoft).
Security Clearance
Managers will not be able to view the Security Clearance of their employees
  • “Designates” are the only ones who can view employees’ security clearance for those employees for which they have designate authorization.
  • To view an employee’s security clearance information from the Main Menu”, follow this path: Workforce Administration / Personal Information / Security Clearance.
Vacant Positions
  • To find out how to view vacant positions, visit the PSGuide topic for Designates under “Position Information”, then select “View Vacant Budgeted Positions” to review the procedure.
Coming later
ESDC is not using these functions in myEMS (PeopleSoft). You will be advised when they are to be used.

Advise managers to NOT USE this functionality; staffing requests must continue to be submitted through the HRSC.
