Public Service Dental Care Plan

The Public Service Dental Care Plan (PSDCP) is a mandatory private dental care plan for federal public service employees and their eligible dependants designed to provide coverage for specific services and supplies not covered under your provincial health or dental care plan. Premiums for the PSDCP are fully paid by the employer, with the exception of certain leave without pay (LWOP) situations.

If you are going on a period of leave without pay (LWOP), you can continue coverage under the Plan. However, depending on the length and the type of your leave, you may be required to pay the full cost of your coverage (employer and employee monthly contributions combined). Before proceeding on leave, you should contact the Public Service Pay Centre for information regarding coverage continuation and its financial impacts.

As of January 1, 2020, the Great-West Life Assurance Company became part of Canada Life Assurance Company. Until such time that their websites, material and forms are updated to reflect this change, all references to Great-West Life are to be understood as referring to The Canada Life Assurance Company.

  • How to Apply for the PSDCP

    No application is required; membership in the PSDCP is automatic upon eligibility for coverage, which applies to full-time and part-time employees working more than one third of the normal work week who are appointed for more than six (6) months or have completed six (6) months of continuous employment. Coverage takes effect upon three (3) months of continuous employment from your eligibility date and includes your dependants ; refer to the member booklet for further information. Once enrolled, you will receive an ID card with your certificate number and the effective date of coverage.

    If for some reason your PSDCP coverage is not started, you must advise the Pay Centre by completing a Pay Action Request (PAR) form as follows:

    • In the top right corner, enter the total number of pages including the PAR and the date of request.
    • Section 1 - Employee Information: Enter your information
    • Section 2 - Work Type: select "Benefits"
    • Section 3 - Sub Type: select "DCP"
    • Effective Start Date of Event/Pay Action: Start date of your coverage
    • Section 4 - Requestor: Enter your information
    • Comments: Explain that you do not have your coverage
    • Section 5 - Trusted Source: Leave blank; no trusted source is required for this type of request.

    There are three methods to submit the completed PAR form and the required documents to the Pay Centre:

  • How to Submit a Claim for the PSDCP
    1. You can submit a claim online through the Canada Life GroupNet for Plan Members Website. To access the site you will need your plan and certificate number, which you will find on your PSDCP ID card or in your Phoenix Benefit Summary. You will be required to provide your banking information for direct deposit.
    2. You can also submit a paper claim by completing and signing the Public Service Dental Care Plan Claim Form (PDF, 125 KB). The dentist must also complete their section of the form. Attach supporting documentation (original receipts, bills etc.). Keep copies of your receipts and your claim form as originals will not be returned. Mail your completed claim form to the administrator, the Great West Life Assurance Company, at one of the following addresses, as appropriate:

  • Submit a Pay Escalation Request
    Employee responsibility

    If you are experiencing a pay issue related to your dental plan coverage, you must refer to the Pay Escalation Process and submit an escalated pay issue request using the category Escalated benefit issue, sub-category Public Service Dental Care Plan (PSDCP).

    Manager / Section 34 Manager responsibility

    If an employee is on leave or has been terminated and is experiencing a pay issue related to their dental plan coverage, you must refer to the Pay Escalation Process and, if deemed appropriate, submit an escalated pay issue request on their behalf using the category Escalated benefit issue, sub-category Public Service Dental Care Plan (PSDCP).
