Other Allowances by Classification

Employees in certain groups may be eligible for allowances payable for the performance of their duties in a specific classification. Annual allowances pursuant to their collective agreement are paid bi-weekly, based on full-time employment and pro-rated for part-time employees.

Note: Maternity / Parental Top Up allowance is payable to eligible employees pursuant to their collective agreement during a period of leave without pay over five (5) days. Refer to Leave without Pay (including Income Averaging and Pre-Transition Retirement) for information on applying for the top up allowance.

Compensation Advisor Retention Allowance

Provisions of the Program and Administrative Group collective agreement entitle certain ESDC employees at specific levels (AS-01, AS-02 and AS-03) who perform work directly related to compensation operations to an annual retention allowance, paid on a bi-weekly basis for days worked. The allowance does not form part of the annual salary, therefore, is not paid for extra duty hours.

No action is required to receive the allowance. Entitlement is specified in the employee's letter of offer and will be applied once the corresponding HR action is processed at the Pay Centre.

TI-05 Allowance

Provisions of the Technical Services (TC) collective agreement entitle ESDC employees at the TI-05 level working as Labour Affairs Officers to an annual allowance, paid on a bi-weekly basis. The allowance is payable to full-time employees who work at least 75 hours in a calendar month and is pro-rated for part-time employees. The allowance does not form part of the annual salary, therefore, is not paid for extra duty hours worked.

No action is required to receive the allowance. Entitlement is automated based on your classification level and employment status.

Nursing Group Education Allowance

Provisions of the Health Services (SH) collective agreement entitle certain employees in the Nursing Group (NU-EMA-01 and NU-EMA-02) who obtain and utilize additional nursing education above the registered nurse level, to an annual education allowance. The allowance amount varies depending on the level of education and is in addition to the annual rates of pay, therefore, converted to an hourly rate and paid for extra duty hours.

  • Employee Responsibilities

    It is your responsibility to provide proof of education to your Manager, who will initiate a request on your behalf to start or amend the education allowance.

  • Manager/Section 34 Manager Responsibilities

    If your employee is entitled to the education allowance and provides proof of education, you must open a request on their behalf via the HRSC Portal:

    • Section: I am a Manager
    • Under "Pay Related Requests", select Pay Related Action
    • Complete employee information
    • Category: Select "Entitlements"
    • Sub-category: Select "Educational Allowance"
    • Effective Date: will be the employee start date or date of request if an amendment to an existing education allowance
    • Comments: Nursing Group education allowance
    • Attach the proof of education
    • Submit your request

    Note: A separate HR request for the allowance is required, even if proof of education was included in the Hire request. Do not send a Pay Action request (PAR) form. This will be done by the Compensation Services Directorate when the request is sent to the Pay Centre for processing.

    If you are experiencing a pay issue related to an allowance, you must refer to the Pay Escalation Process  and, if deemed appropriate, submit an escalated pay issue request  using the category Inaccurate Pay, sub-category Missing / Inaccurate Allowances (Other).

  • Manager / Section 34 Manager responsibility

    If an employee is on leave or has been terminated and is experiencing a pay issue related to their allowance you must refer to the Pay Escalation Process and, if deemed appropriate, submit an escalated pay issue request  on their behalf using the category Inaccurate Pay, sub-category Missing / Inaccurate Allowances (Other).
