This roadmap is designed to provide an overview of the Centralized Printing Services process for ESDC and Service Canada clients.

Chief Financial Officer Branch (CFOB) CPS team coordinates the purchase of printing services to ensure programs are equipped with various ESDC and Service Canada envelopes, applications, record of employment forms, kits and file folders to allow for effective delivery of services and benefits to Canadians.

Role of CPS:

  • Coordinate quarterly order process for the department;
  • Conduct quarterly competitive procurement process;
  • Manage the Centrally Managed Cost Pool (CMCP) budget;
  • Work collaboratively with departmental clients, stakeholders and vendors;
  • Coordinate artwork and specifications for all CPS printing needs;

Greening Government

In an effort to do our part in greening government related activities, the Centralized Printing Services (CPS) team is implementing environmentally friendly and financially responsible initiatives.

What changes are we implementing?

  • Minimum orders

    Envelopes: Orders will require a minimum quantity of 2000 envelopes. This can be a single product with a quantity of 2000 or it could be a variety of products in boxes of 500, as long as the total is a minimum of 2000 envelopes.

    Forms / applications / file folders / information sheets and kits: Orders will require a minimum quantity of 500 units. It can be a mix of products or all the same type of product.

  • Increasing envelope quantities per box
  • Harmonizing envelope sizes

What is the impact?

  • Reduction in shipping cost: Reducing the quantity of small orders shipped but increasing the weight per order will reduce the amount spent on delivery fees by the Government of Canada.

    Shipping fees for packages are based on weight. The heavier the order, the lower the cost per pound (lb).

  • Reduction in carbon emissions: by reducing the quantity of orders shipped by truck or plane every year, we reduce our carbon emissions.
  • Printing more units at once generates a lower cost per item as well as better usage of the printing equipment, which is more energy efficient and produces a smaller carbon footprint.

Our goal of reducing the number of orders processed each quarter is directly related to government savings as well as reduced carbon emissions. Additionally, there is the secondary benefit that the department is also expending less resources towards the ordering process. These savings are achieved by reducing the time spent preparing and coordinating multiple orders.
