Instructions for Managers
Synopsis
The Department’s approach to informing staff about the new Code of Conduct is to have managers hold information and dialogue sessions with staff. These sessions will both inform staff about the new Code and will also serve to initiate an on-going dialogue between staff and managers concerning values and ethics in the workplace. This document provides the information and tools for these sessions.
Rollout strategy:
- Launch of the new ESDC Code of Conduct Website (April 2, 2012).
- Managers to hold information and dialogue sessions with their employees using the Toolkit for Managers developed by the Office of Values and Ethics (OVE). Sessions with staff should be completed this spring, before the summer vacation season. It is important that managers hold the sessions. Employees have a right to know what is expected of them, their responsibility to comply with the requirementsof the Code and the potential consequences of non-compliance.
- The OVE to schedule teleconferences with managers in each branch/region and provide “walk through” of toolkit material.
- Managers to track employee participation. Branches are expected to report on the effectiveness of employee engagement. This information will be useful for Management Accountability Framework (MAF) reporting, as well as other reporting requirements.
Manager's role and responsibilities:
- Read and familiarize yourselves with supporting documents available on the Toolkit for Managers Web page.
- Allocate time for employees to read the ESDC Code of Conduct.
- You may then engage employees in a dialogue on values and ethics.
- Use the PowerPoint presentation, Engaging in Dialogue on the ESDC Code of Conduct, to engage in a dialogue with your employees.
- Allow yourself approximately 1 hour 45 minutes to deliver an information session.
- Incorporate these dialogue sessions on the ESDC Code of Conduct into employees’ 2012-2013 Performance Learning Agreements (PLA).
- Executives/managers may organize the sessions with employee groupings as best meets their organizational requirements.
- Note that an additional online training course on the ESDC Code of Conduct will be available in the 2012-2013 fiscal year via College@ESDC.
