Regional Security Officer - National Capital Region (RSO NCR) Unit

The Regional Security Office (RSO) in the National Capital Region is an enabling service supporting all regional business lines within Employment and Social Development Canada (ESDC). The RSO NCR is delegated by the Chief Security Officer (CSO) to manage and oversee a number of key Physical Security activities.

Its function is to support the delivery of the security program in the national capital region (NCR) as well as participate in national development and implementation of the program in support of the Departmental Security Framework. Key responsibilities:


 

Building Emergency and Evacuation Teams

Building Emergency and Evacuation Teams (BEET) manage the required preparedness and response related to building evacuations or emergency events. The BEET is also responsible for the training of identified emergency personnel to ensure a safe evacuation for all occupants. The Integrity Services Branch leads and provides national direction on emergency evacuations and emergency events including training and awareness. The RSO NCR is responsible for ensuring all NCR ESDC buildings have a building emergency and evacuation team and includes such activities as:

  • conducting annual fire drills in 13 of buildings and managing evacuations
  • provide training to the building emergency and evacuation team members
  • provide training to Persons Requiring Assistances (PRAs) and their monitors

 

NCR Security Incidents Reporting

What is a Security Incident?

A Security Incident is a situation involving any negligent error or a malicious act, event or omission that could result in the compromise of the personal or physical security of employees, buildings, IT systems and other assets by employees, third parties, partners or threat agents.

Such incident could be (and not limited too) bomb threat, physical assault, break and enter, personal information privacy breach, demonstration, etc.

Employee Security Training and Awareness Sessions

The RSO NCR facilitates throughout the year training and awareness sessions to clients seeking refreshers in Security best practices in the workplace, to new employees to the Government of Canada, to incoming new employees from other Departments and Federal Agencies.

Corps of Commissionaires / Identification and Access Control / 24/7 Emergency Stand-by Service

Corps of Commissionaires

The Corps of Commissionaires’ services are retained to work in parallel with the RSO NCR to provide field security services (base building perimeters and interior zone access) and front-line desk services such as issuing building access cards, ID cards, intake of digital fingerprints, and other ad hoc security services.

The Security Info Line 819‑956‑6777 in the NCR is managed by the Commissionaires and is open 24/7. They liaise with the RSO NCR in the event of an emergency, evacuation or security event.

Identification and Access Control

Requesting a Photo Identification Card (ID) & Access Card (AC)

An ID card is issued along with an Access Card to every employee, including indeterminate, term, casual, student employees and Contractors. The ID & Access Card must be displayed while on ESDC premises and when conducting government business. The ability to identify an ESDC employee or a visitor is a distinct security benefit. Employees are expected to politely ask unfamiliar visitors who do not display an employee ID Card, temporary badge, or visitor’s badge.

Who is responsible?

A Director, Manager, Team Leader, or designate requiring an employee to have an ID and Access Card issued or renewed are required to complete the Application for Identification Card/Building Pass and bring it to:

Stolen ID and Access Card

The director, manager or supervisor of the employee whose ID & Access Cards were stolen are responsible for completing the Security Incident Report Webform (opens new window) and following the steps as outlined in the link.

An Application for Identification Card/Building Pass (E-form) will have to be completed by a Designate, Team Leader, Manager or Director to issue a new ID & Access Card.

Expired ID and Access Cards

If an employee does not have a valid ID & Access Card, they must make arrangements to be escorted by an on‑site Manager/Team Leader.

An Application for Identification Card/Building Pass (E-form) is required to renew an expired ID and Access Card and is the responsibility of the employee to ensure to not let his ID and Access Card expire.

Lost ID and Access Cards

The employee who has lost an ID and Access Card must report the loss, verbally or in writing, to Gatineau NCR Site ID Unit. An Application for Identification Card/Building Pass (E-form) will have to be completed by a Designate, Team Leader, Manager or Director to issue a new ID & Access Card.

24/7 Emergency Stand-by Service

The RSO NCR provides Emergency Security Services with Stand‑by Security Officers available to respond to emergencies outside of the core hours of operation. Employees requiring immediate Security Services assistance outside of the core hours of operations must contact the RSO NCR via email (NC‑SECURITY‑SERVICES‑SECURITE‑GD) or via phone at 819‑956‑6777.


 

Threat and Risk Assessments (TRAs)

The RSO NCR is responsible to conduct TRAs in the following area of expertise:

  • ESDC Telework Arrangements
  • Social Security Tribunal members
  • Building Security
  • New Construction / Renovations
  • Ad hoc requirements

 

Security Requirements in Contracting

The Policy on Government Security (PGS) outlines the responsibilities of key Federal departments and Agencies in acting as Lead security agencies.

The Lead security agencies provide advice, guidance and services to support the day‑to‑day security operations of departments and enable government as a whole to effectively manage security activities, coordinate response to security incidents, and achieve and maintain an acceptable state of security and readiness.

In regards to Security Requirements in Contracting, Public Works and Government Services Canada (PWGSC) provides leadership and coordination of activities to help ensure the application of security safeguards through all phases of the contracting process within the scope of the industrial security program (ISP). It also provides services related to physical security respecting the PWGSC Real Property Program and common services related to IT security for increased efficiency and economy of the GC.

As part of the overall Contracting and Purchasing process in the department, the RSO NCR is responsible to review the content of the Security Requirement Check List (SRCL) that is completed by the purchasing client, in order to ensure that proper safeguards are put in place are in place to protect assets from physical and digital security threats, both internal and external to the Department, when the work to be performed involves Protected or Classified information or any IT component.
