Staffing Sub-Delegation Process

Sub-Delegation Pre-requisites

In order to obtain staffing sub-delegation within Employment and Social Development Canada, the following conditions must be met:

  • The individual must occupy, substantively or on temporary basis, a position identified in the Definition of Delegated Levels table (refer to Annex A)
  • Have completed the H200 (Module 1 and Module 2) courses, “Basics of Staffing in the Public Service”, offered by the Canada School of Public Service (Pre-requisite for the virtual P901 training version).
  • Have successfully completed the H200 (Module 3) course, “Validation of knowledge related to the Basics of Staffing in the Public Service”, offered by the Canada School of Public Service (Pre-requisite for the virtual P901 training version).
  • Have successfully completed the P901 course, “Staffing: A Resourcing Tool for Managers”, offered by the Canada School of Public Service, or an equivalent course approved by the Department.
  • Have completed the W005 course, "Understanding Unconscious Bias", offered by the Canada School of Public Service.
  • Have completed the W006 course, "Overcoming Your Own Unconscious Biases", offered by the Canada School of Public Service.
  • Have completed the W007 course, "Overcoming Unconscious Bias in the Workplace", offered by the Canada School of Public Service.
  • Have successfully completed the ESDC Orientation Session for Staffing Sub-Delegation. Access the Registration Guidelines.

Process For Obtaining Staffing Sub-Delegation

Managers meeting the sub-delegation conditions are eligible to request staffing sub-delegation Please contact your Branch/Regional Coordinator for assistance.

Responsibilities

Branch/Regional Coordinators

  • Branch/Regional Coordinators must send their sub-delegation requests electronically to the following general mailbox: na-hrdelegation-delegationrh-gd@hrsdc-rhdcc.gc.ca along with the following supporting documentation:
    1. Request for Staffing Sub-delegation Form, signed by the ADM.
    2. Appropriate proof of completion of the following Canada School of Public Service training: Basics of Staffing in the Public Service (H200) – Module 1 & 2 (Pre-requisite for the virtual P901 training version).
    3. Appropriate proof of successful completion of the following Canada School of Public Service training: Validation of knowledge related to the Basics of Staffing in the Public Service (H200) – Module 3 (Pre-requisite for the virtual P901 training version).
    4. Appropriate proof of successful completion of the following Canada School of Public Service training: Staffing - A Resourcing Tool for Managers (P901) or an equivalent course approved by the Department.
    5. Appropriate proof of successful completion of ESDC Orientation Session for Staffing Sub-Delegation.
    6. Appropriate proof of completion of the following Canada School of Public Service training: Understanding Unconscious Bias (W005), Overcoming Your Own Unconscious Biases (W006), and Overcoming Unconscious Bias in the Workplace (W007).
    7. Proof of financial delegation
  • Upon receiving the confirmation letter and attestation form from HRSB, provide it to the manager for signature of the attestation form and return to HRSB via na-hrdelegation-delegationrh-gd@hrsdc-rhdcc.gc.ca

Human Resources Service Branch (HRSB) / Workforce Management Directorate – Workforce Strategies

  • Review the staffing sub-delegation request forms and the documentation submitted by the Branch/Regional Coordinators and seek clarification as required;
  • Validate and confirm that all prerequisites identified in the Table of HR Authorities are met;
  • Prepare the staffing sub-delegation confirmation letter and attestation form for the signature of the responsible manager; and
  • Add the managers' name to the list of ESDC's sub-delegated managers.

Sub-Delegated Managers

Once a manager is sub-delegated they must:

  • Consult with their HR Consultant for advice and guidance when exercising HR Authorities;
  • Consult the Table of HR Authorities before proceeding with a staffing request; and
  • Maintain the prerequisites identified in the Table of HR Authorities in order to maintain their staffing sub-delegation. (e.g. financial delegation)

HRSB / Staffing Operations, HR Service Centre and Executive Services

  • HR Consultants are to verify the list of staffing sub-delegation managers on Sharepoint (accessible by HR employees only) to determine if a manager is sub-delegated in staffing.

HRSB/Executive Services

  • HR Consultants in Executive Services are also responsible for using myEMS (SAP) to validate Section 34 financial authorities for the Cost Centre identified on the HR service request before issuing letters of offer and contracts, and upon receipt of signed letter if signature is different from signature block.

Important

In the absence of a sub-delegated manager, all letters of offer and other human resources transactions must be signed by:

  • an acting sub-delegated manager with the appropriate financial delegation, or;
  • If there is no acting manager, the sub-delegated manager’s sub-delegated supervisor.

Definition of Delegated Levels

Deputy Minister

Deputy Minister of Employment and Social Development 1

Level 1

  • Deputy Minister of Labour and Associate Deputy Minister of Employment and Social Development
  • Senior Associate Deputy Minister of Employment and Social Development and Chief Operating Officer for Service Canada
  • Senior Associate Deputy Minister of Employment and Social Development
  • Associate Deputy Minister of Employment and Social Development

Level 2

Executives with managerial and financial responsibilities holding a valid Assistant Deputy Minister financial delegation 2 for their allocated cost centres (e.g. 3 Assistant Deputy Minister, Chief Audit Executive, CFO, CIO, Corporate Secretary)

Level 3

Executives with managerial and financial responsibilities holding a valid Director General financial delegation 2 for their allocated cost centres (e.g. 3 Director General, Executive Director (reporting to an EX-04/EX-05))

Level 4

Executives and non-Executives with managerial and financial responsibilities holding a valid Director financial delegation 2 for their allocated cost centres (e.g. 3 Director, Executive Director (reporting to an EX-03), Chief of Staff)

Level 5

Non-Executives with managerial and financial responsibilities holding a valid Manager financial delegation 2 for their allocated cost centres (e.g. 3 Manager, Senior Manager, Assistant Director)

Level 6

Officials having supervisory responsibilities (e.g. Supervisor, Team Leader)

Other responsibilities conferred to groups of people

Chief Financial Officer Branch, Senior Director General, Senior Director

HR
