End of Fiscal Year Actions in MyEMS (PeopleSoft)

As we approach the end of the 2020-21 fiscal year, there are important leave-related activities that employees and managers must action:

  • All requests for the 2020-21 Fiscal Year in myEMS (PeopleSoft) must be submitted as soon as possible.
    • For employees whose files have not yet been activated due to a transfer of departments, it is the responsibility of the employee and their manager to document and retain all leave requests using the GC-178 form (371 KB). Upon completion of the transfer, the forms must be submitted via the Human Resources Service Centre for processing. To do so, select the PeopleSoft Request link, followed by the Category selection of Leave / Absence Management, and the Sub-Category selection of Leave Form (GC178).
    • For employees whose files have been activated, but do not currently have access to myEMS (PeopleSoft), it is the manager’s responsibility to ensure that all leave requests are correctly entered on behalf of the employee in myEMS (PeopleSoft).
  • Managers MUST ensure that all pending myEMS (PeopleSoft) leave requests have been approved or rejected by Friday, April 9, 2021, 7:30 p.m. EST. All pending requests after this date will be automatically approved by the system.
  • All pending “Submit for deletion” leave requests MUST be approved or rejected by Friday, April 9, 2021, 7:30 p.m. EST. Failing to do so will result in “Deletion leave” requests automatically refused/declined by the system.
  • In preparation for the new fiscal year, myEMS (PeopleSoft) will not be available between Friday, April 9, 2021, 8:00 p.m. EST and Monday, April 12, 2021, 8:00 a.m. EST.
  • Employees may print (or take a screenshot) of their leave balance report before 7:30 p.m. on Friday, April 9, 2021, if they wish to keep a record of the previous year's balance.

Public Service Health Care Plan (PSHCP) contribution rates and the Public Service Management Insurance Plan (PSMIP) monthly premium rates

The Public Service Health Care Plan (PSHCP) contribution rates and the Public Service Management Insurance Plan (PSMIP) monthly premium rates, effective April 1, 2021, are now posted online.

Employees who have subscribed to the Pension and Benefits Email Notification System, and selected to obtain information about the PSHCP and PSMIP, will receive a direct email about the rate changes in March. To receive timely information about pension and benefit plans, please subscribe to the new Email Notification System.

Mass Retroactive Payment Process for TC and SV groups

Public Services and Procurement Canada has informed us that the mass retroactive payment process occurred on the weekend of February 27, 2021 in the Phoenix pay system for the following groups:

  • Technical Services (TC); and,
  • Operational Services (SV)

The mass retroactive payments for employees in these groups will be reflected on their March 17, 2021 pay.

Timeliness of HR Request Submissions

To process your HR and staffing requests in a timely manner, all ready for pay documentation (including the signed letter of offer and any supporting pay forms) must be submitted to the Human Resources Service Centre at least 15 business days in advance of the employee’s start date. This will ensure that HR and the Pay Centre receive the required documents on time and will help prevent pay issues.
