New Video: Maternity and Parental Leave without Pay

Public Services and Procurement Canada (PSPC) has introduced a new video on Maternity and Parental Leave without Pay (LWOP). The video details the steps required to receive Maternity and Parental Allowances while on leave without pay. Please note that currently, the video will need to be watched off the network, as YouTube is not accessible on ESDC’s network.

As with any type of LWOP, there are considerations to be made when choosing to count your leave without pay as pensionable service. Generally, you are not required to pay your LWOP pension contributions and Supplementary Death Benefit contributions prior to or during your leave without pay. Upon returning to work, you will receive a letter from the Pension Centre outlining the amounts owing and the options available to you for the repayment of your deficiencies. For more information, please contact the Pension Centre.

Coverage of your Group Insurance Benefits, such as the Disability Insurance Plan, Public Service Health Care Plan, Dental Care Plan etc. continue during your period of LWOP. The requirement for the payment of contributions for each plan are considered as deficiencies, which are recovered upon your return to work. Information on your deficiencies will be outlined in your Maternity/Parental letter, which will be provided to you by your Compensation Advisor. In addition, you may refer to the Glossary for additional information on LWOP.

Timeliness of HR Request Submissions

In order to process your HR and staffing requests in a timely manner, all ready for pay documentation (including the signed letter of offer and any supporting pay forms) must be submitted to the Human Resources Service Centre at least 15 business days in advance. This will ensure that HR and the Pay Centre receive the required documents on time and will help prevent pay issues.

For more information regarding HR Action Timelines, please consult the Staffing Timeliness Infographic.
