  • Question 1: Which Essential Training Curriculum (ETC) for Managers should I register for?

    Answer: Different managers—including team leaders and supervisors—have different responsibilities so you will need to select and register for the manager curriculum that best describes your roles and responsibilities.

    • There are 3 curricula for you to choose from:
      1. ESDC Essential Training Curriculum for Managers without Signing Authority
      2. ESDC Essential Training Curriculum for Managers with Financial Delegation Only
      3. ESDC Essential Training Curriculum for Managers with Financial and Staffing Delegation

    You will need to register for only one of the 3 curricula and you must finalize your registration for the Curriculum for Employees as well as your manager curriculum. Visit the managers section of the ETC main page for detailed instructions on how to finalize your registration and get started.

  • Question 2: As a manager, am I expected to complete all courses from my Curriculum for Managers?

    Answer: No. Once you complete your registration for your manager curriculum, you will notice that all training you need to complete will be listed as In Progress. This includes:

    • Any courses that you did not complete from the previous ESDC Mandatory Training Curriculum by March 31, 2021; and
    • All new courses that have been added to your Curriculum for Managers and the Curriculum for Employees.

  • Question 3: Why are employees and executives automatically assigned an Essential Training Curriculum (ETC) but not managers?

    Answer: Each of the 3 manager curricula correspond to different roles that team leaders, supervisors and managers play throughout the Department. Since you know your role best, it’s up to you to select the manager curriculum that fits your role and responsibilities.

  • Question 4: Will my delegated supervisor need to approve my registration to the Essential Training Curriculum (ETC)?

    Answer: No approval is required to register for the new curriculum.

  • Question 5: I registered for the wrong curriculum. What should I do?

    Answer: As a manager, you are able to drop the incorrect curriculum and register for the correct one on your own. You will be able to do this from the main page of the curriculum in Saba, in the list of courses, by following these instructions:

    1. For each course, select the arrow next to the Launch button
    2. In the menu that appears, select Drop to cancel your registration for the course.
    3. Repeat steps 1 and 2 for each course listed as In Progress in the incorrect curriculum.
      After dropping each course, in the right hand section:
    4. Expand the Assigned By menu.
    5. Select the trash can icon to remove the manual assignment.
    6. A new window will appear, select Ok.The curriculum should no longer be assigned to your Saba profile.
    7. Register for the correct curriculum.

    If you need assistance, you can open a ticket with the National Service Desk (NSD).

  • Question 6: I already completed one the following ETC courses through CSPS, but they do not show in my Saba learning history as complete. What do I do?

    Answer: We strongly recommend that you complete these courses in Saba rather than through CSPS. If you do happen to complete one or more of these courses through CSPS instead, make sure that your current ESDC/Service Canada email address is listed in your CSPS GCcampus profile so that your CSPS learning is properly captured in your Saba profile.

    1. Log in to your GCcampus account;
    2. Select your name, located on the bar along the top of your screen, and then select Profile;
    3. Select Edit Profile and make sure your departmental email address is listed, and;
    4. Review the section Job Information and make sure your organization is listed as ESDC. You can update your classification and job title at the same time, too.

    If your GCcampus profile was not up to date at the time you completed the course or if you completed the course longer than two months ago, please contact nc-college-gd@servicecanada.gc.ca for assistance.

  • Question 7: What is the process to obtain my staffing sub-delegation?

    Answer: If you occupy a position that requires staffing sub-delegation, visit the Human Resources Authorities page and:

    1. Review the complete list of conditions to be met and courses you must complete from Canada School of Public Service.
    2. Register for the Essential Training Curriculum (ETC) for Managers with Financial and Staffing Delegation and complete the CSPS prerequisite learning associated with staffing sub-delegation.
  • Question 8: I am a manager with financial delegation and will be acting for my director. Will I need to complete the ESDC Essential Training Curriculum (ETC) for Executives?

    Answer: The requirement for you to complete the ETC for Executives will be at your manager’s discretion, depending on the type of delegated authorities you will need to perform during your acting period.

  • Question 9: How will I know if my employee has completed all courses from their curriculum?

    Answer: First, make sure that all of your employees have updated their manager in Saba. From your employee list in Saba, you will have access to the list of courses they must complete, as well as their completion status for each course. You can also access this data through the manager dashboard.

  • Question 10: How will I know if my employee has completed courses where they were directed to CSPS?

    Answer: ETC course completion information is transferred from CSPS to Saba at the beginning of every month. If your employees complete a CSPS course at the end of the month, their Saba profiles will be updated within 6 weeks.

    To ensure that employees are credited for all courses completed through CSPS, make sure all of your employees’ GCcampus profiles are updated with their ESDC/Service Canada email address.

  • Question 11: What should I do if my employee refuses to complete their ESDC Essential Training Curriculum within the timeframe specified?

    Answer: If the employee refuses to complete the training, you should contact Labour Relations for advice and guidance on the appropriate course of action.

  • Question 12: I am a team leader and have been asked by my delegated supervisor to obtain financial delegation. What do I need to do to obtain this certification?

    Answer: As a supervisor, you may have already completed several courses required toward obtaining your financial delegation. This is what you need to do:

    1. Navigate to the ESDC Essential Training Curriculum for Managers with Financial Delegation Only.
    2. Once in the curriculum, select Register and then Complete Registration.
    3. The status of the courses that you will need to complete are listed as In Progress.
    4. By selecting one of the Authority Delegation Training (ADT) Validation Certification for Managers, an email template addressed to the Required Training Coordinator (RTC) will open.
    5. The RTC will validate, based upon your learning history in GCcampus, which of the certification/courses you must complete. Only one registration request is necessary.
    6. You will receive an email from CSPS confirming the list of courses, assigned by the RTC, that you will need to complete. This message will also include the link for you to access these courses found on GCcampus.

    Please note that each department has a Required Training Coordinator (RTC) who is responsible for managing access to a specific list of required courses and certifications established by the Treasury Board Secretariat (TBS)'s Policy on Learning, Training and Development and the Directive on the Administration of Required Training.
