Office of Values and Ethics

Who we are

When it all started: The Office of Values and Ethics (OVE) was created in March 2008 to implement a values-based ethics program in the department.

Our purpose:  the purpose of the OVE is to foster, sustain, and promote the ethical, honest and principled behaviour of employees, and act as a centre of expertise for public sector values and ethics.

What we are responsible for:

  • building and implementing the awareness raising component of the harassment prevention program;
  • safeguarding the political impartiality of ESDC employees through the role of the Departmental Political Activities Representative;
  • ensuring that ESDC’s Designated Public Office Holders are aware of and understand their obligations as per the Lobbying Act, and;
  • performing an oversight role across the Department. The Office also supports the Senior Disclosure Officer in implementing the Public Servants Disclosure Protection Act (PSDPA) within the Employment and Social Development Canada (ESDC) portfolio.
