Roles and responsibilities of stakeholders

Management

  • Set an example through his or her own behaviour by adopting the values of the Public Service and ensuring that all employees are familiar with the ESDC Code of Conduct.
  • Create an environment that supports values and ethics and encourages employees to report any wrongdoing or conflict of interest as outlined in the provisions of the Public Servants Disclosure Protection Act(PSDPA) and the ESDC Code of Conduct.
  • Inform employees of the departmental procedures available to them to make these disclosures, such as the Internal Procedures for Disclosure of Wrongdoing in accordance with the PSDPA and the Conflict of Interest Disclosure Form.
  • Promote a decision-making process that is based on values.
  • Act and make decisions according to values.
  • Ensure that an assessment of values- and ethics-related competencies is included in all staff renewal and recruitment activities.
  • Ensure that employees have a good understanding of what constitutes behaviour that is compliant and non-compliant with workplace ethics.
  • Maintain an ongoing dialogue about the organization’s values and ethics and their relation to its mission and vision.

Employees

  • Submit a Confidential Report when the letter of offer is signed as well as every time a major change occurs in his or her personal affairs or official duties.
  • Support and comply with ESDC’s ethical framework by adopting exemplary behaviour.
  • Ensure that the ESDC Code of Conduct is integrated fully at his or her workplace.
  • Discuss with his or her supervisor any concerns that he or she is being asked to act in a manner that is not in line with the values and ethical framework of the Code or if he or she witnesses actions that violate the Code.
