For each of the behaviours linked to the value of respect for democracy, you will find a question and answer on this page to guide you in your behaviours.

Expected behaviour: i) Respecting the rule of law and carrying out their duties in accordance with legislation, policies and directives in a non-partisan and impartial manner.

  • Can I go to a government protest?

    Yes, you can attend as a private citizen, but be mindful of your behaviour and conduct yourself in a respectful and civilized manner since your participation may be ‘perceived’ as influencing on your professional duties. Also, do not publicly identify yourself as a public servant during these rallies.

Expected behaviour: ii) Loyally carrying out the lawful decisions of their leaders and supporting ministers in their accountability to Parliament and Canadians.

  • Can I disagree with a new policy that the Government of Canada is putting in place? If I don’t agree with this policy, what are my options?

    You are expected to refrain from public criticism of the Government of Canada, including its policies, programs or officials. You are also expected to loyally implement the policy. However, you may have very good, personal and objective reasons to disagree with the policy. If you feel strongly about your views, you should share them with your supervisor to make sure your impressions are unbiased. Avoid bringing in personal influences (e.g. your personal beliefs, religion) to avoid conflict between your personal life and your professional role.

Expected behaviour: iii) Providing decision-makers with all the information, analysis and advice they need, always striving to be open, candid and impartial.

  • Can I withhold information from my supervisor if I become aware of new facts that may influence my supervisor's decision on any work-related matter?

    No, as a public servant you are expected to provide all the relevant information to your supervisor to enable your supervisor to make the best decision.
