Roles and Responsibilities in a Staffing Process

Staffing Sub-delegated Managers

As a staffing sub-delegated manager, you have signed and committed to the Staffing Accountability Framework’s Attestation Form (Annex A). You are therefore accountable for the staffing process as a whole, which includes any decisions made, on your behalf, by non-sub-delegated board members.

Please share the following information with everyone who will be helping you with the staffing process (assessment board members, administrative support, etc.).

Assessment Board Members and Other Participants

  • You must uphold the principles to which the staffing sub-delegated manager has committed in the Staffing Accountability Framework’s Attestation Form (Annex A).
  • You should review the list of candidates, and if you know someone, some or all of the following options should be implemented depending on the situation and the nature of the relationship:
    • Disclose the relationship to the other assessment board members, the sub-delegated manager and/or HR.
    • Decline to participate in the assessment of the known candidate.
    • Step down from the staffing process entirely.
  • Information collected from the candidates during their assessment is to be shared only in the context of the staffing process or on a “need to know” basis.
  • If you are participating as an assessment board member, you must have the relevant competencies/expertise and language proficiency to assess candidates for the position being staffed.
