    You can go into your Canada School of Public Service training file (MyAccount) or contact your Branch/Regional Coordinator, who will then contact the Canada School of Public Service to obtain proof that you took the course.

    The Deputy Minister is the only person who has the authority to grant staffing sub delegation.

  8. 8. I meet the required Prerequisites for a staffing sub-delegation, am I automatically sub-delegated in the department?

    No, you must submit a request for a staffing sub-delegation and provide proof to your Branch/Regional coordinator who will validate that you meet the requirements. The coordinator will obtain the necessary approvals and submit a request on your behalf to the staffing sub-delegation team.

  9. 9. I have a staffing sub-delegation; how can I find out whether I may exercise a specific staffing authority?

    In the Staffing section 12 of the Table of Human Resources Authorities it specifies the sub-delegation level required to exercise each staffing authority.

  10. 10. How do we restore a staffing sub-delegation to an employee who left the department permanently (e.g. deployment)?

    A new request for staffing sub-delegation must be submitted. In order to obtain a staffing sub-delegation the employee will have to meet all the prerequisites.

  11. 11. How do we restore a staffing sub-delegation to an employee who left the department temporarily (e.g. secondment)?

    The staffing sub-delegation of an employee who left the department on a temporary basis (e.g. secondment) can be restored. For more information, please contact your Branch/Regional Coordinator.

  12. 12. If I had staffing sub-delegation in another department, can it be transferred to ESDC?

    No, in order to obtain staffing sub-delegation within ESDC, you must first meet the prerequisites (refer to question #2). You can then request staffing sub-delegation. To do so, please contact your Branch/Regional Coordinator.

  13. 13. Can the Deputy Minister sub-delegate appointment and appointment-related authorities to consultants or casuals?

  14. 14. If I have received a staffing sub-delegation, does my staffing sub-delegation follow me when I take on another position within the Department either on a permanent basis (deployment) or on a temporary basis (acting or assignment)?

    Yes, please note that sub-delegation of staffing authorities is granted to the individual and not to the position. Therefore, if a person takes on a new position the sub-delegation they hold remains valid provided that the employee has financial delegation or has an active Blanket Acting Designation Memorandum (BADM) for the Cost Centre.

  15. 15. Can a sub-delegated manager sign for his/her own substantive position?
    Example: A director goes on vacation and signs for the 2-week acting in his own position?

    No, the sub-delegated manager may not sign for the acting in his/her own position. The signature must be from his/her superiors (DG or ADM).

  16. 16. When signing a letter of offer, which date is taken into consideration for the application of the staffing and financial delegation signing authorities?

    As per the Public Service Employment Act, section 54 and 55, the issuance date is the date that is taken into consideration when someone has the signing authority to sign. The person signing must have a staffing sub-delegation and hold a financial delegation or an active Blanket Acting Designation Memorandum (BADM) for the cost centre under which the staffing action is being made.

  17. 17. Who has the authority to revoke staffing sub-delegation?

    Only the Deputy Head has the authority to revoke staffing sub-delegation. However, when there is reason to believe that a sub-delegated person has abused or misused his/her sub-delegated authorities, the Assistant Deputy Minister of Human Resources may recommend corrective measures to the Deputy Head. The Deputy Head is expected to hold sub-delegated persons accountable for how they exercise their sub-delegated appointment authorities and, as such, remedial measures may be taken for a temporary or a permanent period may affect one or more sub-delegated persons and may affect one or more parts of the organization. Only the Deputy Head may revoke the sub-delegation of staffing authorities or set prerequisites limiting the exercise of sub-delegated authorities.

  18. 18. Does a staffing sub-delegation expire?

    A staffing sub-delegation does not expire; however, you must always maintain the requirements, such as holding an active financial delegation or a Blanket Acting Designation Memorandum (BADM). If your financial delegation or BADM expires, you may not continue to exercise your staffing sub-delegation signing authority.
