What is a Trusted Source?

When requests affect financial results, a manager’s budget or both (time approval is required under section 34 of the Financial Administration Act), the section 34 manager’s signature must be authenticated before the request is sent to the Pay Centre. This authentication authorizes the Pay Centre to complete pay transactions that will have budget implications for the originating department.

Employees who have the role of Trusted Source are responsible for authenticating the section 34 signature on all requests.

Who is the Trusted Source?

Here at Employment and Social Development Canada (ESDC), the role of Trusted Source is centralized at the Human Resources Services Branch (HRSB). The Human Resource Service Centre team plays the primary Trusted Source role for most of the Department’s pay actions via the HRSC Portal. When a request is submitted through the HRSC Portal with the section 34 manager’s signature, the HRSC Trusted Source is responsible for authenticating the signature, completing the Pay Action Request (PAR) and submitting the request to the Pay Centre.
