Interchange Program

Interchange Canada is an exchange program that provides employees of the core public administration and other organizations in private, public and not-for-profit sectors in Canada and internationally an opportunity to take temporary assignments in another sector. The program allows participants to develop professionally, while the home and host organizations benefit from new knowledge, skills and approaches and meeting business and human resources objectives as part of the integrated business and human resources plan.

Interchange assignments can be full or part-time, and can last up to three (3) consecutive years. Interchange participants remain employees of their home organization and continue to receive their full salary and benefits.

All Interchange Canada Program Policy and Directive interpretation questions and enquiries should be sent to the Liaison Officer via the Corporate HR Programs generic mailbox.

Interchange Canada agreements may be approved for ESDC employees going to an outside organization or separate agency (outgoing interchange) or an individual applying for ESDC assignment (special incoming interchange). Refer to How to Initiate an HR Action for detailed information.

Important: Consultation with an HR professional is required for all Interchange Agreements. Refer to Section 12.2 of ESDC`s Table of Human Resource Authorities for details on sub-delegated levels of authority.

  • Employee Responsibilities
    1. If an outgoing interchange program is of interest to you, meet with your manager to discuss the necessary steps to facilitate an Interchange Agreement.
    2. Provide your home department manager (ESDC manager) with the name and contact information for the host manager so they are able to discuss the terms and conditions of the agreement and transmit documents as required.
    3. If the Interchange assignment is approved, you will need to submit any leave requests and overtime during the interchange period via a Leave Application and Absence Report (GC 178) (PDF, 362) (opens new window) or an Extra Duty Pay/Shiftwork Report and Authorization (GC-179), signed by you and your host manager.  These forms will need to be forwarded to your home department manager for processing.
  • Home Manager / Section 34 Manager Responsibilities
    1. If an employee discusses their interest in the Interchange Program, you will need to gather all the necessary information on the appropriate form as outlined in How to Initiate an HR Action and submit a General HR Enquiry via the HRSC Portal.  HR will review the information form and contact you to prepare an agreement for signatures.
    2. Once created and improved, the interchange agreement must be signed and attached to the existing request in the HRSC Portal.  A copy of the fully signed agreement should also be sent to the host manager.

    4. You are also responsible for updating personal information and entering leave / overtime requests on behalf of your employee while they are on interchange.
