Classification News

Since April 1, the Organizational Design and Classification Centre of Expertise (ODCCE) has been handling EX and non-EX positions as well as corporate classification. This significantly increases the capacity to process EX requests and shorten the associated time frames.

Several branches are currently reviewing their structures and aligning the mandates of EX positions in light of the transformation on service delivery, new programs to Canadians and the support required in relation to policy, infrastructure (IT) and financial aspects.

Since September 15, the Centre of Expertise for Organizational Design and Classification (CECOC) has been responsible for changes to the language requirements and linguistic profile of positions.

The Departmental ID cleanup (Dep’t. IDs) continues. We have completed all the branches for Labour program and ESDC. Everything is going smoothly; the next branch will be the Ontario Region in January. This review on DEPTD IDs allows us to significantly reduce the time it takes to create supervisory positions at the lower levels as well as ensuring the proper alignment to the structure.

The conversion dashboard will be updated in January and every quarter after. They will be posted on the clients’ SharePoint sites to allow them to access them. For the next year, Classification will also produce a dashboard for each branch and an additional one at the Director General [DG] level. It should be noted that with the pandemic and the new service programs, several positions have been created (thousands) and therefore the vacancy rate is currently very high.

All of our updated job descriptions are now available on the website (PCIS+) in order to share them with the classification community.

Manager’s duties and responsibilities with respect to classification: The on-line course, Introduction to Organization and Classification – P930 is mandatory for all managers with delegated financial authority.

Follow-up on vacant positions

A quarterly review of positions that have been vacant for more than two years will be carried out in April. According to the TBS Directive on Classification, organizations must manage their vacant positions by conducting regular reviews in order to keep the number of vacant positions to a minimum at all times (i.e., 10% to 15%). The management of vacant positions is also an activity that will help us with various upcoming conversions (PA, IT and CT positions).

Since November 2018, we have reduced the number of job codes (job descriptions) from 1934 to 1084, a decrease of 44%. We have begun to review of some of the positions that will be covered under the PA conversion. In these reviews, we are evaluating both the current standards and the new PA standards.

We are one of the departments that will be analyzing the standardized descriptions in support of executives (EAA) developed by the OCHRO (TBD-OCHRO) and as such have the advantage of testing out and providing feedback on potential risks. These working groups will begin at the end of January 2021.

We also sit on the evaluation committees for the new IT standard descriptions led by TBS.
