Proactive disclosure of contracts

As part of its continuous commitment to streamline its operations and enhance transparency and oversight of public resources in our Department, the Chief Financial Officer Branch (CFOB) has reviewed the process for proactive disclosure of contracts over $10K. The review will also ensure alignment to the Government of Canada web renewal initiative which will be implemented later this year.

For the first disclosure period of 2015-2016, CFOB is making the following improvements to the existing proactive disclosure process:

  • The validation exercise will now take place on a monthly basis instead of quarterly. The monthly reports distributed for validation will identify clearly what will be published on the departmental proactive disclosure web site in order to assist ADMOs in their review.
  • Modifications to the descriptions made by Access to Information and Privacy (ATIP) Division and the Public Affairs and Stakeholder Relations Branch (PASRB) will be considered final and will be communicated back to your respective ADM prior to the publishing date. These changes normally focus on the identification of potential privacy issues or subject of media interest. Modifications made by ATIP and PASRB will be highlighted in the Ministers’ briefings. The financial system myEMS (SAP) will also be updated with these modifications.

I would like to take this opportunity to remind you that you are responsible to ensure that all purchase requisition details are reviewed carefully. As well, in order to reduce the volume of corrections required during the proactive disclosure validation process, I would encourage that you ensure that your review process is effective and as accurate as possible. For example, spelling errors, poor translation, cut off text, abbreviations etc. should not be entered in myEMS (SAP) and should be rectified during the purchase requisition approval process.

The proactive disclosure validation process is conducted under very stringent deadlines therefore we need to ensure that records entered into myEMS(SAP) are error free and meet Government of Canada publishing standards.
