Procurement Review Committee (PRC)

Asset Management, Policy and Procurement (AMPP) has put in place a Procurement Review Committee (PRC).

The objective of the PRC is to ensure that the procurement activities of the department are conducted in accordance with applicable legislations, policies and procedures while considering national and departmental priorities.

In order to do so, the committee reviews new procurement activities presenting a higher risk for the organization, including significant amendments and files where ESDC will not be the Contracting Authority.

The Procurement Review Committee’s approval is required when any of the following circumstances occurs:

  • Goods or services competitive requirements of a total value over $1 M;
  • Requirements involving a high degree of risk or exposure as identified by AMPP management (appearance of contract splitting or conflict of interest, negative impact to reputation, media attention);
  • Requirements identified as National Security Exceptions (NSE) with a value over trade agreements threshold;
  • Sole source requirements over $25K for goods;
  • Sole source requirements over $40K for services;
  • Requirements where a CLCA applies;
  • Requirements with Former Public Servants in receipt of a pension pursuant to the Public Service Superannuation Act (PSSA);
  • Confirming Orders as identified by AMPP Management;
  • Requirements with the potential for socio-economic impact, as identified by AMPP Management.
