Work underway for new Vendor Relationships and Performance Management (VRPM) by PSPC

Public Services and Procurement Canada (PSPC), in partnership with other government departments, is developing a Vendor Relationships and Performance Management (VRPM) regime. The intent is to develop policies and procedure which define how the Government of Canada will apply Vendor Performance Corrective Measures. It is expected that the regime will include the following:

  • Policy Instruments and Performance Clauses
  • Central Repository of Past Performance Information (PPI)
  • Vendor Relationship Framework:
  • Vendor Assessment Scorecards and Evaluation Grids
  • Vendor Selection Methodology
  • Vendor Appeal Mechanism
  • Contract and Real Property Agreement Expectations Setting
  • Vendor Performance Management Monitoring Framework

The future VRPM regime is intended to both improve GC-supplier relationships and to mitigate procurement risk by considering supplier past performance prior to the GC entering into contracts and real property agreements. 4.1. The VRPM regime will to all Departments and Agencies as defined in Schedule I, I.1 and II of the Financial Administration Act and any other federal entity that voluntarily adopts the policy.
