Programme Governance

Programme governance is the overall framework within which programme decisions are made, and programme oversight is performed. It includes the processes and structure for programme delivery, monitoring and ensuring that the programme's goals and objectives remain aligned to the wider organization. It also plays a role in ensuring that policies and best practices are followed. This section illustrates the activities and bodies involved in programme governance.

The image is a diagram illustrating the key roles, governance bodies and reporting relationships for programme delivery and programme oversight and assurance at ESDC.

The highest level of accountability for programme delivery at ESDC is the Portfolio Management Board, chaired by the Deputy Minister. Reporting to the Portfolio Management Board is the programme Sponsoring Group, which is typically one of ESDC's existing Tier 2 Committees such as the Service Management Committee or Corporate Management Committee. The Programme Board, chaired by the Programme Sponsor, reports to the Sponsoring Group. Project Boards, for projects that are part of a programme, report to the Programme Board and are chaired by Executive Project Sponsors.

ESDC's Major Projects and Investments Board provides oversight and assurance for all programmes, in compliance with Treasury Board's Policy on the Planning and Management of Investments and the Directive on the Management of Projects and Programmes. This includes having a Senior Designated Official responsible for supporting the Deputy Minister's accountability for all requirements under the policy.

Executive Project Sponsors, Programme Sponsors, the Senior Designated Official and the Deputy Minister are personally accountable for the success of projects and/or programmes at ESDC.
