Investment Intake

The Departmental investment planning process - consistent with the Policy on Investment Planning - Assets and Acquired Services - seeks to achieve value for money and sound stewardship of its investments in projects and assets through a diligent and rational process of resource allocation for both existing and new assets and acquired services.

The intake process is divided into two distinct stages, each one performing a critical role in the identification and approval of key investment opportunities.

Stage 0 - Investment Intake

  • Focus: Defining the problem/opportunity, followed by strategic alignment and business architecture considerations through business capability analysis and identification of business objectives
  • Output: Proposal for decision by Governance

Stage 1 - Justification

  • Focus: Analyzing the business options, defining the solution scope and assessing the risk and complexity of the recommended option
  • Output: Business Case or Business Needs Document for decision by Governance; upon approval, proposal becomes a project and is added to the Department’s Approved Project List, which contains all projects with a recognized Gate 1 approval

Creating an Investment Proposal

To begin, follow the process of creating an investment proposal:

Steps

  1. Obtain senior level support from your Branch to proceed
    This is required prior to initiating your proposal.
  2. Contact the Enterprise Project Management Office (EPMO)
    Send an email to NC-BGPE-EPMO-GD@hrsdc-rhdcc.gc.ca and a Project Management Advisor (PMA) will reach out to support you through the process.
  3. Review the Guide to Investment Proposal Submission (PDF, 1.1 MB)
    This Guide will assist you with the development of your proposal and provides information regarding the proposal assessment and approval process.
  4. Start your proposal
    After you have discussed with your PMA and reviewed the Guide, you are ready to describe your problem/opportunity by filling out the Investment Proposal Intake Form via PMIS.
